With reference to your letter No.31587/20 of the
3rd July and previous correspondence respecting the vacancy
for an Assistant Engineer in the Public Works Department,
Hong Kong, I have the honour to report that we have advertised
this appointment three times in several leading daily and
technical journals, at the salary authorised in the Governor's
telegram to the Secretary of State dated the 26th June, but
without success, and there would appear to be o prospect of
obtaining men possessing the civil engineering qualifications
and experience required at the salary offered.

in the paper of particulare of the appointment enclosed with
the Governor'e Despatch No.403 of the 31st December make the
post a difficult one to fill at the present time.

diplomas who have had little practical experience upon works
owing to the war or alternatively; men with some practical
experience only, upon the terme mentioned, bus as we have no
authority to depart from the stipulated qualifications we have
to request the Secretary of State's further instructions in
the matter.
